Challenge
In response to the COVID-19 pandemic, the Government of Lebanon faced a critical challenge: efficiently managing and rolling out a nationwide vaccination campaign. The objective was to ensure that the vaccination process was transparent, fair, and capable of addressing the needs of all segments of the population, including those in remote areas. Additionally, there was a need for a system that could maintain high levels of accountability and counteract potential fraud, while also complying with stringent data protection regulations.
Approach
Siren supported the Government of Lebanon to develop and implement COVAX, a comprehensive digital platform designed to manage every phase of the vaccination process. Key features of COVAX include:
End-to-end digitisation: COVAX digitises the entire vaccination workflow, from registration through to digital certification. This includes real-time information-sharing, appointment scheduling, and vaccine tracking.
Scalability and flexibility: The platform is scalable and adaptable to emerging needs, with offline registration options to reach underserved populations.
Transparency and accountability: Automatic logging of vaccine details, real-time monitoring dashboards, and public transparency measures help prevent corruption and ensure fair distribution.
Data protection: Adhering to strict security and privacy protocols, COVAX complies with the EU’s General Data Protection Regulation, with regular audits to ensure data integrity and security.
Innovation: Incorporating cutting-edge technologies such as AI, automated fraud detection, and biometrics, COVAX provides a robust and innovative solution for vaccine management.
Outcomes
Wide adoption and reach: Over 4 million individuals registered on COVAX, with more than 2.5 million receiving at least one dose of the vaccine.
Lives saved: AI analysis estimated that the digitisation of the vaccine roll-out saved 6,330 lives.
Network of vaccination centres: 150+ vaccination centres nationwide were connected to the platform, enhancing accessibility and efficiency.
Enhanced transparency and accountability: COVAX’s features enabled real-time monitoring and public oversight, significantly reducing opportunities for fraud and increasing trust in the vaccination process.
International recognition: In October 2021, Lebanon’s COVID-19 vaccine certificate issued through COVAX was recognised as equivalent to the EU’s Digital Covid Certificate, marking a significant achievement in the Arab world.
