Since 2007 and with UK support, Siren has been supporting Lebanon’s Internal Security Forces to become more accountable, responsive to community needs, and effective at tackling security threats.
The ISF’s adoption of an intelligence-led policing model (ILP) sits at the heart of this effort, enabling the agency to better analyse evolving safety and security threats, and respond to them in a data-driven way.
An ecosystem facilitating intelligence-led policing in Lebanon
6 Command and Control Centres (CCC) created since 2016
6 analysis and planning teams established across the ISF
22 regional operations rooms linked digitally to CCCs
Bespoke data gathering and analysis software used by all operational departments
Blended change-management services
- Infrastructural support to establish a network of Command and Control Centres, each with an embedded analysis and planning team capable of collating, auditing and processing data.
- Training and mentoring of analysis and planning team staff in the production of analytical products that inform decision-making and enhance mission planning.
- Development and roll-out of an ILP performance management framework across all CCCs, allowing for the systematic analysis and identification of policing priorities, the subsequent setting and updating of relevant crime reduction indicators and targets, and the monitoring of performance against those targets
- Strategic advice to change champions driving the adoption of new ILP systems and processes, such as forming and regularly convening a strategic commissioning group, and drafting a control strategy based on available data.
Fenix: a one-stop shop for intelligence-led policing
Fenix, a bespoke web-based platform, is accelerating the ISF’s transition to intelligence-led policing by enabling the capture and analysis of data gathered by police units in their day-to-day work. It acts as a central interface for collecting and auditing data, analysing crime trends and producing analytical products to inform mission planning.
Data entry on Fenix is done across all police stations and updated at a central command and control centre with links to incidents and response measures. Users are able to attach photos, images, voice or any file format to each entry. A wide range of analytical features are built into the platform and can process millions of data points within seconds. Data visualization is made simple and intuitive by the use of dashboards and graph tools.
Fenix enables inter-institutional operability, with dedicated portals for other security sector agencies and justice sector actors to access relevant data. It additionally works across platforms and devices, and has the ability to connect with a wide variety of database systems.
